This was Communication Magic, which requires a mage above Level 50 to use.
The blurry figure inside the circle was none other than Sifney.
Her Level was 61, not only able to easily use Communication Magic, but also capable of creating single-use Communication Magic Scrolls for others.
However, she had been too busy lately and hadn’t had time to make new scrolls for Colin and Liyami.
